To have a litter by the puppy agency you have to follow some simple rules.
The rules below are from 2001-04-01
The breeder has to be a member of WSSK for at least a year and the Swedish
Kennel Club SKK or The Swedish Spaniel & Retriever Club SSRK and follow
SKK's fundamental rules.

To Current Litters
For the bitch:
Must be at least 24 mount when the mating is done.
Hips scored free
Should be eye tested OK before the mating, the certificate shall not be
older than 3 years at the mating day
Should have at least a second prices in quality, judged in an official show;
or have price from official trials (e g obedience, game tracking, field,
working, agility).
Wouldn't have more than 5 litters.
Wouldn't be used in breed after she has become 8 years old.
For the male dog:
The same as for the bitch from paragraph 1 - 4.
